The Le Village Business Improvement Area (BIA) encompasses the commercial area of Montreal Road from the east side of Marlborough Street to the west side of Alice Street.
The Le Village BIA was first established in 1976 through a municipal by-law, and it operates under the provisions of sections 204 to 215 of the Municipal Act, 2001. Broadly speaking, the mandate of a BIA is to promote the district as a business or shopping area and to oversee the improvement, beautification and maintenance of municipally-owned land, buildings and structures in the area beyond that provided at the expense of the municipality.
The Le Village BIA is run by a volunteer board of management made up of business and/or property owners within the BIA as well as representatives from Cornwall City Council. Each year, the BIA collects funds through a special levy on properties within the defined area to carry out its mandate. In 2005, the City passed a by-law to establish a minimum levy of $175 and a maximum levy of $750 for properties within the Le Village BIA.
